We try very hard here in Utah to keep the tested leagues clean. We test as much as we can afford, and as much as possible try to catch cheaters. That being said, taking a test does not mean anyone thinks you are cheating. In some leagues World or Nationa Records are supposed to be validated by testing. Due to progression of strength I know some of my records in the AAPF are larger that those in the APF. That is just how it sorts out sometimes. Drug users are not always the strongest, and clean lifters are not always weaker.
With all that being said, this is our sport. We police it. We get the sport we deserve. If you know that someone is using drugs and trying to compete in tested federations try to talk them out of it. If that fails then you can let someone "in charge" know and we can try to test them. If they compete and they suck then we can all laugh at them, and there is no need for a test. If they set a record in a tested league, then that is a different story.
